SUN CITY AMATEUR RADIO SOCIETY (SCARS)
EMERGENCY COMMUNICATON PLAN
SEPTEMBER 4, 2008

 
1.  INTRODUCTION
 
The Sun City Amateur Radio Society is composed of Sun City residents. The majority of SCARS members are FCC-licensed amateur radio operators who have voluntarily registered their capabilities and equipment for public communications service in times of emergencies. Many have received training in emergency communication and service during various types of prior emergencies.
 
2.  PURPOSE
 
The purpose of this plan is to provide a written guide containing the minimum information that would be needed in an emergency. Each emergency is different and flexibility is a necessity to provide an adequate response. No plan can anticipate all possible emergency needs so a common sense and a safety orientated approach are required in all activities.
 
The primary responsibility of SCARS is to furnish emergency communications for the Sun City Community in the event that regular communications fail or become inadequate and to coordinate with the local officials the special needs of our community. 
 
3. PLAN ACTIVATION
 
Plan activation shall be initiated by a member of the Executive Committee calling a pre-determined and distributed telephone dial down list to alert all SCARS members. In addition, members will monitor our repeater output freq for instructions. In the event of emergency, our repeater shall go into an immediate emergency net operation mode (simplex if necessary).
 
There will be an assigned team of operators to immediately deploy to:
 
1. The Firehouse which will be Primary EOC (Team Alfa).
2. The Bunker under the Oaks which will be secondary EOC (Team Bravo).
3. Home Stations strategically located throughout the community (Team Charlie).
 
4.  OPERATIONS
 
Net Control Station (primary EOC) will control total Net Operations.
Net will be run in accordance with Standard Emergency Net procedures.
All contact will be initiated thru Net Control.
All stations will query Net Control upon signing into net for instructions.
Neighborhoods will be advised of locations of SCARS Members where emergency communications are available through the Neighborhood Rep Organization. SCARS will also advise the Community Association, The Board of Directors and Emergency Management Committee of these locations.
 
5.  DEMOBILIZATION
 
The SCARS Executive Committee shall be the final authority for demobilization of SCARS member following an emergency incident or net.
